Kiev quiere convertirse en un "excelente mercado" para el gas licuado de EE.UU.

El régimen de Kiev está dispuesto a comprarle a Washington gas natural licuado (GNL) y proporcionar tanto a EE.UU. como a Europa sus depósitos subterráneos de gas en un intento por demostrar a sus patrocinadores occidentales la importancia que tiene.

No obstante, en realidad, Ucrania no dispone de la infraestructura necesaria para comprar GNL estadounidense de forma directa, mientras que Europa no necesita usar sus instalaciones subterráneas de gas, dijo a Vzgliad el experto del Fondo de Seguridad Energética Nacional y de la Universidad Financiera adscrita al Gobierno ruso, Ígor Yushkov.

Pero, ¿con qué dinero compraría el GNL estadounidense si ya desde hace casi diez años, "Ucrania existe principalmente gracias a la financiación externa"? "Si no hubiera tenido subvenciones directas de la UE y de EE.UU., la economía [ucraniana] se habría derrumbado y se habría producido una crisis presupuestaria", recordó Yushkov. "Si Ucrania sigue recibiendo dinero, lo utilizará para comprar gas", resumió.

¿Un 'hub' logístico sin una terminal receptora?

Incluso si Kiev comprara GNL estadounidense, este no podría llegar directamente a Ucrania, ya que simplemente no dispone de terminales para recibirlo de los buques cisterna. Con ello, en opinión Yushkov, "es poco probable que Ucrania pueda construir una terminal de GNL" propia, pero sería posible utilizar terminales de otros países.

Así, podría recurrir al uso de terminales receptoras de GNL en Turquía o Grecia y suministrarlo por el gasoducto Transbalcánico hacia su territorio. Además, existe la alternativa de recibir el GNL en Swinoujscie (Polonia), y luego transportarlo a través de territorio polaco a Ucrania. "Sin embargo, será algo muy costoso, porque se trata de rutas de suministro largas y complejas", resaltó.

"Almacenar el GNL en Ucrania no tiene sentido"

No son los productores de EE.UU. los que trasladan la mayor parte del GNL estadounidense a Europa, sino los comerciantes, preferentemente, europeos. Y para ellos es más rentable el depósito de gas en la propia Europa, explicó Yushkov. Ante esta situación, el régimen de Kiev intentó ofrecer precios más bajos para el almacenamiento de gas en territorio ucraniano, pero ni siquiera ese descuento compensaría el alto costo de enviar el gas "de ida y vuelta".

"Al fin y al cabo, [un país europeo] al principio tendría que bombear el gas hacia Ucrania y luego llevarlo de vuelta a su territorio, por lo que almacenarlo en Ucrania pierde todo sentido", agregó. Al factor del precio, se le suma el hecho de que, actualmente, Europa no necesita guardar su gas en territorio ajeno, ya que "en las últimas décadas han construido muchas instalaciones propias de almacenamiento subterráneo", señaló experto.

Asimismo, Yushkov opinó que para Europa sería más seguro almacenar gas en sus países, porque Kiev, en cualquier momento, podría declarar la emergencia y "prometer la devolución del gas posteriormente y, mientras tanto, utilizarlo".
